Any Starter edition (like vista or 7 starter edition) are designed to help people to learn computer skills. It is intended for the beginner computer user. It provides limited facial appearance, but is OK is you only need to perform basic tasks.

Check the comparison between the differents windows 7 edition

    OTHER OPTIONS:
If you already have a PC/Laptop with any windows previous version (like xp or vista), then for that amount of cash you can buy an upgrade to windows 7 professional or for less to windows 7 home premium. This is better option than the Windows 7 Starter Edition full version.

    check amazon for other prices

Other option is to buy a Windows 7 full edition (Home, PRO or Ultimate) with OEM license. An OEM manufactured goods is the same as the FULL manufactured goods, the only difference is the license type and price (OEM is cheaper). The OEM license means that the manufactured goods can only be installed in one computer it cannot be transfer to another computer.

    Hi there!

This blog post from the official Windows Team Blog lists everything that’s NOT built-in in Windows 7 Starter: http://windowsteamblog.com/windows/b/windows7/archive/2009/05/29/let-s-talk-about-windows-7-starter.aspx

    Hope that helps!
